- Not having been convicted or prosecuted or charged with a criminal offense, unless rehabilitation had been obtained or had re-fallen in the dismissal order.
- Not be disqualified for the exercise of public functions.
- Not having been suspended for the exercise of public functions, by disciplinary or judicial means, unless it had been duly rehabilitated.
- Not suffering from a physical defect or illness that incapacitates them for the performance of the position.
